Guaranteess that the IOHandler class exists in the registered IOHandler class list.
class procedure RegisterIOHandler;
RegisterIOHandler is a class method used to ensure that an IOHandler class reference exists in GIOHandlerClassList for the current IOHandler class.
On all platforms except .Net, the global list of IOHandler class references is searched using the current class instance. If it is not found, the class is added to GIOHandlerClassList .
The .Net platform does not permit class references as objects, and cannot stored the current IOHandler class in GIOHandlerClassList.
